College football transfer portal QB rankings: Darian Mensah, Jackson Arnold lead top 30

The transfer portal has joined traditional high school recruiting as a resource for finding elite quarterbacks in college football.

Want proof? The top five players in pass efficiency rating in the 2024 season — Indiana’s Kurtis Rourke, Ole Miss’ Jaxson Dart, Ohio State’s Will Howard, Miami’s Cam Ward and Colorado’s Shedeur Sanders — arrived via the portal. Of the 12 teams to make the Playoff, half are quarterbacked by transfers.

Which transfer quarterbacks could make an impact next year? We’re ranking the best QBs to enter the portal during the December 2024 window and monitoring where they could be headed.

The California native ranked sixth nationally in passing efficiency as a redshirt freshman, completing 65.9 percent of his 287 pass attempts for 2,723 yards, 22 touchdowns and six interceptions. He also showed some elusiveness late in the year, rushing for 57 yards and a touchdown in a win over Navy and 41 yards in the AAC Championship Game loss to Army. “He’s a future NFL quarterback,” an SEC scouting director said.

He completed 68.7 percent of his 386 pass attempts for 3,004 yards, 16 touchdowns and six interceptions and ran for 105 yards and two touchdowns. He’s made 19 starts over two seasons and was committed to Yale before Cal extended a late offer. His younger brother, Alberto, is a freshman backup quarterback at Indiana. The Hoosiers and hometown Miami Hurricanes are expected to be in the mix for him, as are Wisconsin, UCLA, Oregon State and Northwestern.

One potential red flag: His numbers dropped across the board from 2023 to 2024 — most notably completion percentage (61 to 56.3), yards per attempt (9.9 to 7.2) and rushing yardage (1,089 to 579). Even with the regression, Salter will be very enticing for programs that are looking for a QB with his skill set. Colorado, among others, is showing interest.

He was thrust into the starting lineup as a true freshman but it wasn’t a healthy offensive situation at that point of Jimbo Fisher’s tenure. He entered 2023 as the full-time starter and displayed some promise (979 yards, eight touchdowns, two interceptions) against relatively weak competition before an injury limited his season to just four games. Fisher was fired and replaced by Mike Elko, who hired Collin Klein as his offensive coordinator.

Weigman didn’t seem like a fit in the new system and struggled on the field (819 yards, three touchdowns, five interceptions) and with injuries. At Houston, he’ll team up with new Cougars offensive coordianator Slade Nagle, who formerly worked with coach Willie Fritz at Tulane.

Moss was perfectly fine as USC’s starter in 2024; he just wasn’t what Lincoln Riley essentially requires his quarterbacks to be: Superman. He’ll be good for a program that doesn’t ask the quarterback to carry the load. Moss doesn’t have the strongest arm and he’s not super mobile, but he can keep an offense on schedule. He isn’t reckless with the ball but did commit some crucial turnovers during untimely moments in several of USC’s losses, which led to his benching late in the season. Moss will be solid in the right situation, though. Missouri and Louisville are among the programs that have displayed interest so far.

Castellanos began his career at UCF and appeared in five games in 2022 for Gus Malzahn, who is now the offensive coordinator at Florida State.

It’s difficult to ignore all the physical tools when watching Veltkamp — the arm, sheer size, fluid mobility — but he’s played only one full season at the collegiate level. So despite the potential, he’s still a work in progress. A fascinating one, though.

He is talented and has been productive enough to warrant a shot at moving up to a Power 4 program.

It was a true breakout season for Braxton, who transferred to Marshall after three seasons at Tulsa. He’ll be an intriguing option for a program looking for a dual-threat at the position.

It’ll be interesting to see what the market is for Sluka after he left UNLV three games into the season over an NIL dispute. The Rebels were 3-0 and had emerged as a legitimate College Football Playoff team, which made the decision even more surprising. Sluka was effective running the ball (team-high 253 rushing yards through three games) but struggled in the passing game, completing only 43.8 percent of his attempts. He did throw for 5,916 yards and 59 touchdowns in four seasons at FCS Holy Cross. The Rebels received better quarterback play from Hajj-Malik Williams as well, so we’ll see how that impacts how programs view Sluka.

He’s rushed for 502 yards over the past two seasons and is able to scramble to extend plays. He seems like a boom-or-bust type of player, though. He’s passed for 26 touchdowns and 20 interceptions in 19 career games. It would be easy to understand the appeal for Colandrea if a program has a good setup offensively, ranging from the roster to coaching.

Wilson, the younger brother of former New York Jets No. 2 overall pick Zach Wilson, won his first two starts in place of an injured Cam Rising but then lost his last five as the Utes fizzled to a 5-7 season.
